簽ECFA不是在賣台!國民黨不賣台!!
南部人迷信著民進黨的說法，民進黨有一個錯誤說法就是國民黨與中國大陸簽ECFA是賣台，大家必須瞭解到民進黨的說法是錯誤之因，在於依據WTO規範，貿易救濟分為反傾銷措施、補貼暨平衡稅措施及防衛措施等3種。反傾銷及平衡稅措施係針對國際間傾銷及補貼等不公平競爭行為，課徵反傾銷稅及平衡稅，使進口品能與國產品在平等之基礎上公平競爭；防衛措施則係針對進口品急遽增加，採行提高關稅或採行數量限制等措施，以降低進口品對於國內產業產生之衝擊。為兼顧ECFA創造之出口商機及國內產業之利益，未來與中國大陸洽簽ECFA及後續貨品開放協議時，我政府單位將審酌各國與中國大陸洽簽FTA之先例，爭取對中國大陸貨品繼續適用WTO反傾銷、補貼及防衛等協定，以保留並避免弱化我國於WTO下對該等貨品課徵反傾銷稅、平衡稅及採行防衛措施之權利。ECFA適用範圍是在兩岸，簽署者是由台灣與中國協商共同決定，簽署方式採用「架構協議」，截至2009年8月還未與中國就協議「細節」洽談。後續實質內容才要經由談判逐步完成。簽署內容：可能包括商品貿易（排除關稅和非關稅障礙）、服務貿易、投資保障、智慧財產權、防衛措施、經濟合作，以及經貿爭端的解決機制等。ECFA在資金、就業和產業的疑慮已浮現。兩岸若簽署，中國給予台灣優惠較大，反之，台灣開放陸資入台，現有產業體系難免受到衝擊。整體來說，受惠較大的產業為：機械業、化學塑膠橡膠業、紡織業、鋼鐵業，以及石油煤製品業。受負面影響較深產業為：電機電子產品業、運輸工具業、木材製品業，遠景基金會委託中華經濟研究院研究指出，兩岸經貿自由化推估可使台灣GDP增加1.83個百分點，約發放消費券三倍效益。中經院報告顯示，台灣藉此參與區域經濟整合能提高優勢，成為跨國企業進駐地點。國家政策發展基金會科技經濟組召集人林祖嘉也指出，台灣現階段國內投資嚴重不足時，利用此機會可吸引外資流入。

批判張花冠的選舉政見--阿里山纜車的興建
台北市貓空纜車的停駛起因於未經地質評估且決策草率，但台北文山地區的地層仍是沒有問題及水土鬆軟問題，但嘉義縣阿里山地區在921地震後是地質破碎與土壤不穩定的狀態，阿里山又臨近地震斷層帶，阿里山山區接地震最頻繁的車壟埔斷層(見註一)，當張花冠將觀光纜車興建在阿里山山區後，若霧峰到阿里山山區發生大地震，阿里山觀光纜車恐被震毀，若一旦震毀則將造成人員死傷，觀光纜車預算成本雖低，但會破壞景觀與生態環境，因此評估上只剩下可行性、週邊效益、環境、功能、使用者的使用狀況等的評估，因此若觀光纜車放在嘉義縣則較無功能性，理論上使用者的使用狀況會與各縣市的觀光有所關連，但嘉義縣阿里山目前已有交通運輸經由市區直達阿里山，已無必要再興建觀光纜車與現有交通運輸爭利奪利，同時阿里山山區內的交通不便，在週邊效益上，觀光纜車建於偏遠山區則缺乏使用者交通不便的情況，因此就無法帶動觀光纜車週邊的居民收入，也無法帶動當地的觀光產業，是故最後嘉義縣絕對無法從興建觀光纜車上收益，雖成本低但到後來則將變成賠錢的慘狀，因此比較地方政府及其政策應著眼於比較不同政府之間在政策、可行性、功能、使用者的使用狀況之優缺點與問題。但問題在於嘉義縣縣長的施政經由嘉義縣議會通過後，或下達行政命令後，便由嘉義縣政府的基層執行政策，而使該政策完全或部份缺乏民意的基礎，是故嘉義縣政府或要競選的張花冠應由公私協力勘察地方事務來擬定政策與政見，同時法令上亦應立法解決各縣市應政策帶給民眾問題與不便的問題，譬如當地方政府政策施行後造成民眾傷亡或反感或不滿時，此時就必須依法履行相關的法律救濟程序，任何政策與政見最好是與當地民眾深入訪談後，再經由專家、民眾與政府三者間協調，最後拍板定案最好是專家、民眾與政府三者皆同意方能施行該政策，若有一方反對則須再議之為妥適。由上可見張花冠提出政見時根本沒有問過專家與民眾而一意孤行!張花冠的政見大有問題。

為何民進黨反對ECFA但卻沒有經濟政策??
針對民進黨的愚昧反對ECFA，各位必須要有以下清楚的認識：當中日韓三國成為東亞經濟的同盟與夥伴關係時，意味著東亞甚至亞洲最強經濟體中的三個經濟體已與新加坡等分庭抗禮，對台灣的影響而言，中日韓三國的東亞經濟共同體對台灣的經濟影響非常大，一旦三國共組經濟共同體後，中日韓三國之間的關稅是相互減免或減讓，因此使得中日韓三國彼此相互進出口貿易上的成本大為降低，將對台灣的經濟及貿易外銷到中日韓三國最為不利，同時由於台灣在中日韓三國若共組東亞共同體成功後，泛東亞地區上有東亞共同體；下有東協及東協加一與加三，台灣的經濟與貿易外銷形同受到孤立無援，占台灣外銷出口最大宗的東協、日本、中國大陸等地區，在形成關稅同盟與關稅相互減讓的機制形成後，台灣的外貿與經濟形同死路一條，這代表著ECFA不快點簽就來不及了!
綠營的選舉主軸就是反對ECFA，但民進黨除了反對外卻沒有提出建設性的建議與具有可行性與建設性的經濟政策，但國民黨已簽了MOU且將簽定ECFA；民進黨反對國共平台，反對連胡會、反對一個中國政策及反中，但民進黨本身就是沒有屬於綠營的兩岸政策及對中路線與對中政策，仍死抱台獨與台灣主體性，凡事只要講台獨而去除國際化，綠營目前並沒有與陳水扁切割的現象，足見綠營為了大選而將阿扁問題低調處理，綠營試圖欺騙人民其放棄阿扁而營造與阿扁切割的選舉假象，小英在選舉場合說彭先生是留德博士，蘇貞昌也是留德但仍於總統大選中敗選!

聯合報宜蘭縣長選情民意調查發現，呂國華目前以三成八支持率領先民進黨提名的林聰賢，雙方差距由一個月前的六個百分點，擴大為十三個百分點。
調查發現，年底宜蘭縣長選舉雖仍有八成選民回答會去投票，但選情冷清，僅六成選民坦言關心選舉走向。
從選民投票意向來看來看，本報十月中旬調查時發現，國民黨提名的呂國華雖擁有執政優勢，但當時僅獲二成四選票，林聰賢以一成八支持率緊追，雙方差距僅六個百分點。
時隔一個月，本報最新調查顯示，由於觀望選民由五成五降為三成四，藍綠候選人支持率雙雙上揚，呂國華由二成四上升為三成八，力挺林聰賢的選民從一成八增為二成五。
分析顯示，呂國華與林聰賢固守各自基本盤實力相當，但論執政優勢與知名度，呂國華略勝一籌。
調查顯示，宜蘭縣民對於國民黨中央執政表現成績雖以不滿意者居多，正反評價各為三成三與三成九；不過，對於呂國華四年施政，四成九給予好評，二成九不滿意，二成一無意見。
從候選人親和力來說，四成九選民對於呂國華有好印象，僅一成七不喜歡他；相對來說，三成六選民欣賞林聰賢，一成二不喜歡，四成九坦言沒有深刻印象。即便是泛綠選民，也有三成三對於林聰賢相當陌生。
調查也發現，日前宜蘭受到超大豪雨重創，縣府應變表現確實引發爭議，也成為呂國華連任之路的考驗。財產遭受損害的一成選民中，四成不滿意縣府的應變表現，僅三成一給予肯定；三成一考慮投林聰賢，比支持呂國華的人略多四個百分點。
這次調查於十一月十一日至十四日晚間進行，成功訪問九百五十六位設籍宜蘭的成年選民，另二百三十四人拒訪。在百分之九十五信心水準下，抽樣誤差正負三點二個百分點以內。調查是以宜蘭縣住宅電話為母體作尾數兩位隨機抽樣，調查經費來自聯合報社。

近四十年來中共經濟思想的盲點短談
綜觀中共近四十年來的經濟發展與思想主軸，其核心切在社會主義與共產主義、市場與計劃、商品經濟的方法等的起伏與辯證，從哲學與邏輯上來說，簡而言之，一個命題由認識論與本體論共同組成，鄧小平認為市場與計劃都只是方法，都只是幫助共產主義與社會主義的生存的方法；亦是救助社會生產力的藥方，問題在於認識論是界定主體與客體關係及主客體本質的論述，本體論則與主客體的存在因有關及其本質有關，何者是什麼且與他者之間有何關係則構成了命題，方法只是驗證命題的真偽罷了，對於任何經濟體制本身而言，計劃或市場只是一個認識論，即強調買方(消費)與賣方(生產)之間的關係為何種關係，而鄧將計劃或市場看成是方法論來實證或否證改革開放，若能輔助就等於是實際的實證了，也就是不管黑貓白貓，只要能抓鼠的就是好貓，這使原本中共經濟體制中的買賣方關係空洞化而只將計劃或市場成為一種實踐上的實證或否證，因此中共仍然處於1980年代計劃與市場之間的主要與輔助關係的問題與困擾上而無任何進展，也就是其國有經濟的計劃經濟本質未變，只是改變了其體制外的經濟罷了!
中共的經濟思想缺乏
1.中共的共產主義與社會主義論述中缺乏國際政治經濟學的觀點，由於馬克斯主義或毛澤東主義或鄧小平思想皆欠缺國際政治經濟學的實踐及認識，以致於中共在國際政治經濟學的範疇中的思想仍於原點且仍用馬克思主義學派的舊思維，因此在中國內部高舉社會主義商品經濟論與有中國特色的社會主義的市場經濟皆是在國家層次，所以在國際層次上中共並沒有中國特色的國際政治經濟學論述與觀點。
2.市場與計劃之間是並存的兩種不同的概念，從資本主義的經濟哲學而言，資本主義的經濟邏輯只有市場經濟而沒有計劃經濟，而且市場經濟與計劃經濟之間的關係不是階段論的階段發展關係，完全不可能可以從計劃經濟過渡到市場經濟的情況，因為市場經濟與計劃經濟是完全不同的經濟體系與體制，因此只能在兩者之間只有擇一生存，因此中國特色的社會主義的市場經濟等於是有矛盾，其扞格在於市場經濟與計劃經濟之間仍是矛盾且已在社會經濟層面上浮現。
3.中共的階段論中是以眾多的小階段組成一個大階段，每個大階段合組為一個時代的主宰階段，中共領導階層在各個小階段開啟之前都會有不同派系之間的鬥爭，若一旦日後更開放後，其中只要有一個派系本質上有西方自由主義與民主民權思想，這一派系將從共產主義的質變將產生量變中產生中共的內部巨變!鬥爭中的言論必定是大鳴大放，若中共想要有言論自由，必使其大鳴大放到民眾階層中 !
4.中共本質是政治經濟學中的馬克思主義，政治產生問題將影響經濟產生問題，現從市場與計劃的過渡轉軌的問題出發，已產生腐敗的太子黨與肅清貪污的派系之間的鬥爭，未來勢必產生惡性循環，中國的貪污腐敗現正在執政階級中，且蔓延到民眾階級中，因此未來中國上到領導階級下到民眾階級，勢必會在市場與計劃關係及其問題中更加鬥爭，太子黨與清貪派系之間的鬥爭若延伸到中共黨中央的改革開放的無效論，則將使中共回到過去計劃經濟時期，反之若中共內部腐敗派系與貪污派系之間未觸及改革開放路線的鬥爭，或未能證明改革開放的無效，則將使中共內部及中國社會的貪腐更加嚴重---一縮則死,一放更死!
5.中共的有中國特色的社會主義下的市場經濟或商品經濟論觀點，只在微觀或稱個體層次上，在宏觀層次上則仍是綁架了國有經濟的國有所有制，其整體主義方法論主張只有整體而無個體的方法論，因此中共面臨了市場經濟的問題便是個體是否可以構成整體的問題，若這答案是否定便是等於承認個體不是要素市場中的要素，社會生產力的唯一動力只有國有經濟及宏觀調控!
6.中共經濟體制中的買賣方關係空洞化而只將計劃或市場成為一種實踐上的實證或否證，因此中共仍然處於1980年代計劃與市場之間的主要與輔助關係的問題與困擾上而無任何進展，也就是其國有經濟的計劃經濟本質未變，只是改變了其體制外的經濟罷了!

民進黨執政後迅速走上集權化道路，黨內決策機制遭到嚴重破壞。陳水扁以超級政治強人作風獨斷獨行，擯棄民進黨行之多年的派係共治、集體領導、分工合作等傳統，大搞“一言堂”、決策壟斷，酬庸文化、馬屁文化盛行。在一切為了勝選的考量下，民進黨內的初選制等民主機制屢遭破壞，權謀橫行、理想無存。2000年後的執政與2000年前在野時期相比，民進黨的民主光環已大為褪色。
民進黨執政後，很快向財團傾斜，快速背離了追求正義和關懷弱勢的所謂“理想”。民進黨還濫用權力，讓改革服務于“臺獨”意識形態，在各個領域推行“去中國化”，以滿足一己之政治私欲。
從２０００年上臺宣示「四不一沒有」，到終止國統會、國統綱領，陳水扁及民進黨一直把臺獨意識形態作為施政綱領，在不同形勢下交互推動漸進臺獨與激進臺獨。臺獨施政路線直接導致臺灣政經形勢全面惡化。民進黨沒有把主要精力放在經濟建設與社會發展方面，而是不惜手段打擊、分化和削弱泛藍在野力量，全力投入到爭取選票的政治鬥爭中。民進黨刻意操弄省籍、族群、統獨矛盾，朝野對立不斷升高，導致政局持續動蕩不安，嚴重惡化了臺灣經濟發展的內外部環境，尤其是投資環境，使經濟發展失去動力。
依據中華民國憲法之規定，總統是國家元首，對外代表國家，對內統治國家，陳水扁過去八年時為中華民國總統，然其思想與言語竟是台獨思想、去中化、去蔣化、台灣主權，首先身為中華民國總統而講出台獨與去中化等言論，對其身份已失適格性與適法性，依據憲法與法律，推動任何一種政治運動與政治思想，皆不是一個中華民國總統的職務與責任，依據憲法推動台獨思想、去中化、去蔣化、台灣主權不是你陳水扁當總統的職務與職責，而陳水扁過去八年又因其反中與反國民黨性格而使其竟於任內鎖國且使我國對美關係倒退，而被美國稱其為麻煩製造者，更為人民之恥辱者乃其於任內做了貪瀆且放縱其屬下官員多數從事貪瀆之恥事，其養民富民未殆，其竟以其職務圖私己之利，其以中華民國總統之名器圖己利且推動台獨等與其職務不符之事已是失職，更為惡者其利用中華民國與中華民國總統之名器推動正名制憲運動而圖改國號國名，甚而使其推翻中華民國國體之意圖昭然若揭，以上述所述及依據中華民國憲法與中華民國總統宣誓內容，陳水扁須受人民請求對其最嚴重之制裁!

從２０００年上臺宣示「四不一沒有」，到終止國統會、國統綱領，陳水扁及民進黨一直把臺獨意識形態作為施政綱領，在不同形勢下交互推動漸進臺獨與激進臺獨。臺獨施政路線直接導致臺灣政經形勢全面惡化。民進黨沒有把主要精力放在經濟建設與社會發展方面，而是不惜手段打擊、分化和削弱泛藍在野力量，全力投入到爭取選票的政治鬥爭中。民進黨刻意操弄省籍、族群、統獨矛盾，朝野對立不斷升高，導致政局持續動蕩不安，嚴重惡化了臺灣經濟發展的內外部環境，尤其是投資環境，使經濟發展失去動力。
依據中華民國憲法之規定，總統是國家元首，對外代表國家，對內統治國家，陳水扁過去八年時為中華民國總統，然其思想與言語竟是台獨思想、去中化、去蔣化、台灣主權，首先身為中華民國總統而講出台獨與去中化等言論，對其身份已失適格性與適法性，依據憲法與法律，推動任何一種政治運動與政治思想，皆不是一個中華民國總統的職務與責任，依據憲法推動台獨思想、去中化、去蔣化、台灣主權不是你陳水扁當總統的職務與職責，而陳水扁過去八年又因其反中與反國民黨性格而使其竟於任內鎖國且使我國對美關係倒退，而被美國稱其為麻煩製造者，更為人民之恥辱者乃其於任內做了貪瀆且放縱其屬下官員多數從事貪瀆之恥事，其養民富民未殆，其竟以其職務圖私己之利，其以中華民國總統之名器圖己利且推動台獨等與其職務不符之事已是失職，更為惡者其利用中華民國與中華民國總統之名器推動正名制憲運動而圖改國號國名，甚而使其推翻中華民國國體之意圖昭然若揭，以上述所述及依據中華民國憲法與中華民國總統宣誓內容，陳水扁須受人民請求對其最嚴重之制裁!

痛批民進黨的奸詐與兩手策略
1.當八八水災時，楊秋興從國外匆匆趕回國內而救災，但其為時已晚，且楊秋興又因遷村與否而與村長互嗆時，充份顯示出民進黨地方首長的救災不力，由此可知--眼光雪白且理性的民眾們應該要看清楚綠營地方縣市長的無能。
2.民進黨表面上假裝到地方救災，但實則拿人民的死亡來訕笑馬英九總統的反應不佳，但最接近災民的確是地方首長，因此八八水災應負全責的確是民進黨的地方縣市政府首長，而非馬英九及行政院長，那民進黨一邊說救災需馬英九負責但是民進黨地方首長也要一起負責!!否則全部都由馬英九總統負責乃是民進黨將其全部責任卸責!!這可以看出民進黨一手打擊馬英九以保全其南部縣市長的民意基礎的惡劣之處；其另一手藉非理性攻擊馬英九來奪取民意支持者，其用意至為奸險!!民眾們還要支持這樣玩弄兩手策略的民進黨嗎??當然不要!!
3.民進黨的兩手策略其中之一便是一手藉論述公共政策及關心公共事務來扭轉民進黨因扁案及台獨所受到的打擊，民進黨另一隻手仍未放棄台獨也未放棄嚴重關切扁案的行動!!因此表面上民進黨關心公共政策與砰擊馬政府的施政乃是欺騙民眾之舉，但實則是死抱台獨與阿扁不放!!呼籲民眾認清楚民進黨的奸險!

冷對民進黨對扁案的反應談
綠營支持者不是說阿扁無罪嗎??之前還信誓旦旦的說等法官判決再看，現在阿扁有罪了，一堆綠營支持者就受不了要發瘋了，全國人民百分之六十五都支持蔡守訓的判決，綠營支持者就是認為扁就是綠營的最高精神領導人物，不批判陳水扁有罪就等於承認陳進興無罪，民進黨認為阿扁無罪就等於認為力挺性侵害，因為貪污罪與性侵害都是違反社會公益及侵犯個人法益與國家法益，民進黨支持者至今仍執迷不悟，還發動網軍及部份支持者到處攻擊批判陳水扁的網站及部落格，這些人的言行簡直已到瘋狂地步，台灣社會就是被這些民進黨支持者及挺扁支持者的抗議不滿與撕裂社會和諧，民進黨及其支持者已到了無是非；無公道；不明事理，大放厥詞，甚至到了侮蔑元首為樂，民進黨及其支持者繼續挺扁及攻擊他黨將使社會觀感更差，民進黨的挺扁亦將使全國國民厭倦與討厭，不只民進黨已長久挺扁而使人民討厭；民進黨挺扁也將使得人民愈加對扁案二審投以更加關注的眼神，如此下去保證對民進黨大為不利，豈知綠營及其支持者只有蠻力與衝動而完全缺乏思考與戰略，而到處散步好笑與不理性的言論就只為挺扁與挺民進黨，甚至民進黨支持者有情緒化與違法言論出現，這不是民主政治!這是暴民政治!

八點痛批民進黨
以下八點乃針對下列網址做出之批判!!

1.由於缺少法官法，而使得台北地方法院運用內規的抽籤方式而使蔡守訓審判陳水扁一案，這不可以等於是程序正義有問題，法官法根本就沒有何來程序正義上有瑕疵與問題呢?因此若現早就有法官法而使蔡守訓審阿扁就有程序正義的問題!反之就沒有!
2.別在傷口撒鹽的前提必須是合乎社會期待、社會道德及法律規定、邏輯論述等標準，若扁有罪而不批判就等於是認為陳進興無罪了!!
3.法律與政治是不同的邏輯與不同的領域，竟然該黨會一開始從扁案的法律問題的法律觀點論述後，直接就針對扁案而聲明其政治觀點，而且還運用法律觀點來支持其政治觀點，試問扁案是由於某黨的故意設計使阿扁拿錢而陷害阿扁嗎??錯!!
4.民主進步黨的錯誤在於論點上時而理性主義時而經驗主義，過去某些總統都有國務機要費，但為何只辦阿扁??其論點之錯在於阿扁的犯罪乃有法條、事證與理證及人證等證據、法律事實及其命題，簡而言之就是沒人去檢舉或是法院審查效率慢等問題，比較下會產生通則，但通案的通則與個案之間的關係是不具邏輯關係，也就是說不可以從個體去推論整體，而且比較之前必須要有標準，請問民主進步黨的諸位精英們，阿扁有罪可否推論到許多前總統有罪??比較標準在哪??阿扁與老李或馬先生等有罪與否的比較標準依據在哪??從未交代此比較標準就妄下結論!!貴黨之錯誤在於將馬與扁比較的標準在哪裡??國務機要費與特別費本質與使用方式程序皆不同，根本不可能在同一個相同的標準下予以比較，這等於是拿香腸比雞腿!可笑!這還是基本的邏輯與比較政治的基本概念!
5.民主進步黨在評論扁案時近乎是以法律至上的觀點做開始，而後就說出與扁案有關的政治論點，試問前提是法律觀點，如何運用同一套邏輯而可以接續得說出政治論點?而且政治與法律根本是兩回事及兩個不同領域，拿政治看法律就是台灣亂源的開始，讓上帝歸回上帝!但最大錯誤在於是民進黨及一些名嘴都從藍綠的框架去看扁案中的法律議題，試問是馬英九故意拿錢給阿扁而使阿扁不知情下拿錢而被馬英九陷害嗎??當事人只是扁案中的關係人等，民進黨將扁案十四個關係人之間的關係廣大推論到藍營全部的人，這太好笑了!就等於是台北市中某一家被偷就要將全部台北市民關到牢裡的推論!拜託! 民進黨人士，多數人都拿到碩博士了!!竟然還有上述狗屁不通與邏輯大有問題的論點!!難怪台灣政治水準比垃圾場還亂!

要論扁案只能從法律來論，若推而廣之由其他角度來看保證出問題，若從社會角度來看扁案，百分之六十五認為適當的判決是否就真的是好的判決??因為多數民眾不懂法律而直接論法就易有問題!同理若從經濟角度來看扁案，根本不可能有論述，因此以政治看法律就等於犯了北市一家被偷而審判全台北市的市民一樣的邏輯跳躍的謬誤!並且法律至上論來看扁案，由於我們沒有全部的事證與人證等且我們都不是法官，同時若將法律無限上綱則易產生法官判案的適當性問題，並且犯了以法律決定證據與以法律直接決定犯人有罪與否的謬誤!因為法律只是一個大前提!其中仍須法律事實與證據做為小前提來論處犯人!因此民進黨的事後諸葛與以法律為上的論述都大有問題!

Life in prison for Taiwan Ex-President Chen Shui-bian and wife
TAIPEI (Taiwan News) – Former President Chen Shui-bian was sentenced to life in prison and a fine of NT$200 million as he was found guilty on six counts involving corruption and money laundering, the Taipei District Court ruled Friday.
The verdict came after more than a year of revelations and allegations about four cases of corruption and money laundering involving a total of NT$800 million and 14 defendants, including Chen and his closest relatives, former aides, government officials and business leaders.
In a verdict reportedly numbering 1,200 pages and weighing three kilograms, the judges found Chen guilty on six counts, issuing separate verdicts on each count which were then compiled to the life sentence and the fine. If Chen was unable to pay his fine, his assets might be impounded, reports said. The court also ruled he should lose his civil rights for life.
Chen’s wife Wu Shu-jen was also sentenced to life in prison and a NT$300 million fine in her cases, and also lost her civil rights for life.
Chen’s official attorney Tseng Te-jung told reporters he would appeal his sentences with the Taiwan High Court. Chen, the first-ever former Taiwan president to be convicted of corruption, has maintained his innocence, saying the judiciary was waging a politically motivated campaign of retribution against him.
Chen “caused damage to the nation because of his background and the office he held,” said Huang Chun-ming, the spokesman for the Taipei District Court. As the wife of the president, Wu also earned heavy sentences, Huang told a short news conference after the verdict.
Chen and Wu each received life sentences for the misuse of NT$104 million from the special presidential state affairs fund, and lower sentences for a variety of other charges. Chen was sentenced to eight years for money laundering, Wu to 18 years.
Their son Chen Chih-chung was sentenced to two-and-a-half years in prison and a NT$150 million fine for money laundering. His wife Huang Jui-ching was sentenced to one year and eight months and a NT$150million fine, but she would be put on probation for five years if she paid a NT$200 million fine, reports said.
Wu’s brother Wu Ching-mao and his wife Chen Chun-ying were each sentenced to two years suspended for five years. They were also fined NT$3 million each. The former First Lady’s brother said he was “happy” with his verdict in a phone interview with cable station CTI, though his wife expressed concern about the fines.

Wu family friend Tsai Ming-che was to be put on probation for five years after being sentenced to two years and two months with a NT$3 million fine. His brother Tsai Ming-chieh received two years and a NT$10 million fine. Both allegedly played roles as go-betweens in the handling of bribes and in money laundering.
Their sister Tsai Mei-li was also indicted, but the court issued no sentence for her Friday, reportedly because she was terminally ill with cancer, media reports said.
In addition to issuing the verdicts, the Taipei District Court on Friday also referred several other suspects to prosecutors for new investigations.

It was Koo who sold the plot of land to the government to help one of his ailing companies out of a tight spot.
The court failed to demand action Friday against another member of the influential Koo family, former Chinatrust Financial Holding Vice Chairman Jeffrey Koo Junior, despite having paid Chen an estimated NT$290 million, reports said.
On Friday, ex-President Chen himself refused to be present at the verdict, staying at the Taipei Detention Center in Tucheng, Taipei County, where he was allowed to watch a small television set, reports said. A prison official described his condition as “normal.” None of the other defendants was in court either.
Because the court allowed Chen to stay in prison, it would not immediately hold a session to rule on whether he could be released with or without bail. A decision will have to be reached before his current period of custody as a suspect ends on September 25. Media reports said the decision, to be issued by the Taiwan High Court, would not come earlier than next week.
The former president’s custody as a suspect since December 30 has been experienced by many as unfair, but the court repeatedly sided with prosecutors’ arguments that he posed a flight risk and could influence witnesses and defendants.
Hundreds of Chen supporters appeared outside the court during the day to await the verdict. They tied yellow ribbons and yellow balloons to the barricades erected by police, and conducted a mock trial of President Ma Ying-jeou. Scuffles broke out when members of a radical pro-unification group appeared in the neighborhood.
An estimated 120 police were mobilized to stop further clashes.
Supporters have threatened massive action if Chen is forced to stay in prison after 256 days or more than eight consecutive months. Taipei DPP chief Huang Ching-lin, a staunch Chen supporter, compared the eventual protests against the ex-president’s detention to massive rallies in Thailand last year by yellow-shirted anti-government protesters.
According to media reports, Chen argued in a plea that there might have been problems with the handling of political donations and with his management of family affairs. He bore “social, cultural guilt,” but investigators found no evidence of any crime, so he was not guilty in a legal sense, the text said.
In a response to Friday’s verdicts, the Presidential Office said it would not comment on individual cases, as it respected the judiciary.
In verdicts widely seen as a precursor to Friday’s rulings, the Taipei District Court on September 1 sentenced the former First Lady to one year in prison for encouraging her children and son-in-law to commit perjury, while her son Chen Chih-chung, daughter Chen Hsing-yu and son-in-law Chao Chien-ming received one year each for the perjury.
On the same day, former Taipei 101 Chairwoman Diana Chen was sentenced to one year and six months in jail for perjury in a case involving a payment of NT$10 million to Wu. The businesswoman said the money was a political donation for the Democratic Progressive Party, but the court ruled it was a payment to obtain a top job at a securities house.

TAIPEI (Taiwan News) – Former President Chen Shui-bian was sentenced to life in prison and a fine of NT$200 million as he was found guilty on six counts involving corruption and money laundering, the Taipei District Court ruled Friday.
The verdict came after more than a year of revelations and allegations about four cases of corruption and money laundering involving a total of NT$800 million and 14 defendants, including Chen and his closest relatives, former aides, government officials and business leaders.
In a verdict reportedly numbering 1,200 pages and weighing three kilograms, the judges found Chen guilty on six counts, issuing separate verdicts on each count which were then compiled to the life sentence and the fine. If Chen was unable to pay his fine, his assets might be impounded, reports said. The court also ruled he should lose his civil rights for life.
Chen’s wife Wu Shu-jen was also sentenced to life in prison and a NT$300 million fine in her cases, and also lost her civil rights for life.
Chen’s official attorney Tseng Te-jung told reporters he would appeal his sentences with the Taiwan High Court. Chen, the first-ever former Taiwan president to be convicted of corruption, has maintained his innocence, saying the judiciary was waging a politically motivated campaign of retribution against him.
Chen “caused damage to the nation because of his background and the office he held,” said Huang Chun-ming, the spokesman for the Taipei District Court. As the wife of the president, Wu also earned heavy sentences, Huang told a short news conference after the verdict.
Chen and Wu each received life sentences for the misuse of NT$104 million from the special presidential state affairs fund, and lower sentences for a variety of other charges. Chen was sentenced to eight years for money laundering, Wu to 18 years.
Their son Chen Chih-chung was sentenced to two-and-a-half years in prison and a NT$150 million fine for money laundering. His wife Huang Jui-ching was sentenced to one year and eight months and a NT$150million fine, but she would be put on probation for five years if she paid a NT$200 million fine, reports said.
Wu’s brother Wu Ching-mao and his wife Chen Chun-ying were each sentenced to two years suspended for five years. They were also fined NT$3 million each. The former First Lady’s brother said he was “happy” with his verdict in a phone interview with cable station CTI, though his wife expressed concern about the fines.

Mr Chen was found guilty by the Taipei district court of embezzling a secret state fund, accepting construction kickbacks and money laundering during his two terms as president.
“One person’s greed has caused chaos throughout the whole country,” Judge Tsai said.
Mr Chen was Taiwan’s only president not to come from the nationalist Kuomintang party, which fled to Taiwan in 1949 after civil war in China. While many Taiwanese have since become disillusioned with him and his family, there was also growing disquiet through the course of the trial over Mr Chen’s treatment by the authorities.
The former president was arrested before formal charges were brought against him and had been kept in solitary confinement since he was first arrested in November. Judge Chou Chan-chun, who was initially assigned the case and had twice granted Mr Chen bail, was replaced halfway through the trial by Judge Tsai, who revoked bail.
Mr Chen, who maintained his innocence throughout the trial, claimed he was being politically persecuted by the government for his anti-China views. The government and the judiciary, however, denies any political meddling in the case.
Mr Chen did not appear in court Friday but indicated that he would appeal the ruling.
While Mr Chen still retained some staunch supporters who staged a protest outside the courtroom on Friday, the general level of disenchantment with the man once seen as the “Son of Taiwan” was such that “his sentencing would probably not have a big impact politically”, said Jay Chen Chih-jou, a political science professor and director of the Center for Contemporary China at National Tsing Hua University.
The son of a poor farmer who became one of Taiwan’s youngest lawyers, Mr Chen became a member of the opposition after defending a number of dissident leaders in court during Taiwan’s martial law era. He was later jailed for eight months for defamation after publishing a magazine critical of the then-authoritarian Kuomintang government.
Mr Chen, a popular and charismatic politician with a flair for rhetoric and who appealed to a distinctly Taiwanese, rather than Chinese, identity, rose to become the mayor of Taipei in 1994. He then orchestrated the first peaceful transfer of power in a Chinese society by winning the presidential election for the Democratic Progressive party in 2000.
His electoral victory ended 50 years of Kuomintang rule in Taiwan but also set the stage for eight years of turbulent relationships with China and the US. The former president was a committed advocate of formal independence for Taiwan, an idea that is anathema to communist China, which sees the island of Taiwan as an integral part of its territory that must be reunited one day, by force if necessary.
During his two terms, Mr Chen ran into frequent opposition by the Kuomintang-controlled legislature. Foreign and domestic investors alike despaired of the ever-increasing tensions with China and the harm that would do to Taiwan’s export-oriented economy.
Politically, however, Mr Chen was a survivor who eked out a narrow re-election victory in 2004 and remained in office even after his widening corruption scandal prompted an impeachment attempt backed by island-wide protests that were the biggest in Taiwan’s history.
Six months after he stepped down as president, Mr Chen was arrested for questioning and subsequently indicted. His wife, son and daughter, who had earlier pleaded guilty to lesser charges of money laundering and perjury, were also given prison sentences on Friday. Former first lady Wu Shu-jen was last week sentenced to a year in prison, while Mr Chen’s children were each sentenced six months’ jail.
As public attention shifted to typhoon Morakot, Taiwan’s worst natural disaster in a decade, and the political fallout in its aftermath, Mr Chen’s trial, which was seen as a test of Taiwan’s young democracy, now seems little more than an afterthought.
“Very few people still believe Mr Chen is innocent, even among the [DPP] supporters,” Professor Chen said.
Ms Wu was paralysed from the waist down when she was repeated ran over by a car in a traffic incident in 1985 that some have suspected to be orchestrated by the Kuomintang. She has been wheel-chair bound since and appeared in ill health during the trial, having once fainted in court.

選舉作戰學(5)---心理戰的心理攻擊
選舉作戰學心理戰著重於以下四方面的心理攻擊：
1、打擊指揮層。以影響對方決策指揮，誘其立場動搖、決策失誤，導致指揮失誤或錯失戰機；
2、震懾他黨與敵黨。運用各種信息傳播管道，採取訊息剝奪和訊息滲透的方式，實施全方位心理戰。運用傳播媒體，誇大己方策略、政見與政績的高精度、支持度，以震懾敵黨與他黨產生畏戰、懼戰心理；
3、擾亂民眾。以他黨與敵黨之支持民眾為目標，以運用傳播媒體，誇大己方策略、政見與政績的高精度、支持度與高傳播度的科技為心戰武器，實施強制性心理攻擊。造成對方民眾心理恐慌，引發畏選戰、厭選戰、反選戰情緒，削弱其對選戰的支持；
4、爭取外援。借企業與民眾籌措的資源，展現其整體組織與宣傳力量，推行有效嚇阻戰略，打擊民眾對他黨與敵黨之支持，以穩定已方人心、鼓舞士氣、威懾對手。造成敵黨或他黨及其支持民眾的心理震懾，破壞心理平衡，挫傷其士氣。
選舉作戰學(4) ---接近民眾
中央與地方民代及其助選人員，要以人格與精神努力於選務與為民眾工作，犧牲自己一切的快樂和自由，來為國家為民族而努力。選戰人員辦事要注重組織系統與範圍——組織要精密，系統要分明，範圍要確定，訓練可分為集中訓練、分組訓練、或小組會議，調訓人員須經考察，慎重挑選，一切工作須善於分配時間，養成遵守時間與愛惜時間之習慣，求得事半功倍之效，要注重地方公正紳耆和教育界之聯絡，凡是辦事的人，總先要講究組織，組織得好，可以事半功倍，就基本人才，注重民眾訓練：最要緊對於社會組織和民眾訓練的工作，要努力下層工作，側重實際行動，最高的教育方法，是潛移默化，先把中間聰明的人，選出一部份來訓練；或者在小組會議?監督他們，訓練他們；或者是集合訓練；務必使受訓練的人，得到滿足，惟有堅定信念，檢閱自己的缺點，糾正自己的過失。我們愛護民眾，愛護真正的民眾！選舉作戰是為了政治目標的力量與資源的使用，選舉作戰是不對稱的結構；政黨及其候選人為了達成其選戰的目標所下的命令，政黨及其候選人為了增進其利益的一種非暴力式的架構，選舉作戰的定義是—選舉作戰是一種大戰略的結構，選舉作戰的目標是要弱化他黨與選勝，若未使他黨或敵黨受損，則運用外交、經濟、宣傳、訛詐、破壞他黨策略，選舉作戰是一系列運作性的政治行動、強制性的外交與隱密性的選舉作戰，選舉作戰定義為政黨及其候選人策略的影響力，因此選舉作戰是一種宣傳、訛詐、破壞他黨策略的方式。

選舉作戰學(3) ---續論六大決戰場域
思想戰是必須經由心理戰才能體現的；謀略戰是必須根據情報戰才能產生的；組織戰則是要以群眾戰來作基礎的。所以思想戰是體，心理戰是用；謀略戰是目的，情報戰是手段；群眾戰亦就是鞏固其組織戰的核心，而遂行其思想戰、謀略戰的基本工具。故在戰地要建立「戰爭面」，必須以群眾戰作基礎，而在平時所謂「冷戰」，亦要透過群眾戰來發展，以達成其任務的。評估情報判斷是否正確須經過三個程序：確證、認證與授證，思想戰、謀略戰、組織戰，是屬於「戰略性的」戰爭指導這一層次的；而心理戰、情報戰、群眾戰，乃是屬於「戰術性的」戰爭遂行的這一層次的，舉凡心理戰、組織戰、情報戰、謀略戰、群眾戰等，莫不可以概括於選舉作戰範圍之內；當然對敵人的外交、經濟、社會，以及思想、主義鬥爭等工作，亦都列於選舉作戰的範疇。換言之，除直接以軍事和武力加諸敵人的戰鬥行為，皆可謂之選舉作戰，選舉作戰的範圍雖然很廣，但其重心，則完全建立於心理作戰之中。亦可以說，心理作戰乃是選舉作戰最重要的工具，亦就是選舉作戰的中心問題。民代以言教，尤貴以身教，選戰訓練必與黨務相配合，而尤應以發展黨務為推進選舉工作的基礎，欲推進選舉工作，必須考核人才，選拔人才——選才之標準為「多條理而少大言」、「有操守而無官氣」、「打仗不慌不忙，先求穩當，次求變化；辦事無聲無息，既要精到，又要簡捷」。
以黨務作中心，來教育民眾及感化民眾，要使凡我選務人員與政務官員所到之處的一般民眾，都能受我們的溝通，切實合作，以達協力，共禦他黨，奠定勝選基礎的目的。「精到」與「簡捷」就是「確實」與「迅速」兩個原則，我們能知道「精到」二字的意義，所有工作就必能處理周到，表?貫澈，「簡捷」二字的意義，就必能屏除繁文，扼其要點，做到層次分明，傳遞直捷。我們辦事要求成功，這是缺一不可的，遇事體察，躬行實踐，來推進我們的工作，盡到我們的任務！
情報工作為選戰工作中的主要部份，而在政治鬥爭中更為重要的武器，情報工作為我們目前救亡圖存的一個先決條件，亦就是要以建立完善的情報事業為選戰前提。選戰的勝負，決於雙方戰鬥的心理，大家應體察環境，樹立必勝的信心。信仰吾黨是決定勝負的要素。注重聯絡動作的訓練，注重分合動作。選戰在於組織民眾，感化民眾，組訓民眾，事事要以身作則，為民表率，選戰成敗也將由此決定，無論作什麼事情，都少不了這三個手續，第一調查、第二統計、第三設計，在思想上一定要有一個理念與理想；第二要使理想發生效力，一定要有一個組織；第三要有一個最高指揮者；第四要把敵人認識清楚。
選舉作戰學(2) ---六大決戰場域
決勝的條件，決不只是選舉問題，而是包括了一切思想戰、心理戰、組織戰、謀略戰、情報戰、群眾戰，亦就是包括了你們所標舉的一切作戰的戰力問題在內的。輿論戰的目的都是為了增強自己的戰鬥力，使自己處於輿論的上風；同時孤立敵方，削弱敵方的戰鬥力；對於中立或未表態的民眾，則藉由輿論的力量，爭取這些民眾的支持，以確保選戰順利遂行。心理戰則是指試圖侵蝕我方支持群眾的政治意志，以及企圖影響我方的戰鬥意志，同時孤立衝突與阻止任何第三方勢力的介入，從而營造出在精神上壓倒我方的氣勢，達到以小代人價換取大勝利而展開的宣傳行動。他方勢必因為利益、宗教、人道關注等因素而介入，故透過法律戰，向各界宣稱己方守法，敵方違法。資訊戰的定義係透過指管程序，藉情報戰、心理戰、實體破壞、資訊攻擊、電子戰及傳統電台攻擊等手段，對敵方資訊與系統，加以遲滯、干擾，並獲取敵方資訊，供我方利用；同時藉由欺敵、安全措施、資訊防護等方法，保護我方資訊與系統之完整、防止洩漏、瓦解或遭受破壞，以支援並維持我方決策作戰。企圖通過各種傳媒管道影響敵方心理，借「聲、光、波、形」等現代心戰「四大員」，加之資訊戰的三板斧——「宣傳火力戰、電子媒體戰、心理戰」的技術整合，對敵方進行心理戰。
選舉作戰學--楔子
選戰工作對外將以「文宣作為」、「心理作戰」及「為民服務」為重點；對內則以強化「心理輔導」、「心戰訓練」、「新聞處理」及「精神戰力蓄養」等為要項，以達成「鞏固自己、戰勝敵人」的目標。定位以心輔、心戰、文宣、民事服務為重點，以演繹法與歸納法為研究上探討的方法，輔以歷史研究法與文獻分析法為研究方法，以方法論個體論為界定與研究上之宗，由歷史角度、戰略理論角度與法制角度檢視選舉作戰之原則，是故本章之研究貢獻與動機在於將所探討後而得知與整理後之選舉作戰原則予以明確化與嚴謹化，力求與選舉作戰理論能相互結合，做到選舉作戰原則之理論化，進而成為選舉作戰理論及其原則，同時力求現今至未來於經驗層次及執行面向上能將選舉作戰理論及選舉作戰原則予以實用化與務實運用為本章最高之研究動機。

綠色地方政府真的讓人見識到了他們誣賴又無賴的工夫！
救災根本不出力，通通推給中央政府，現在被災民嗆聲，就又政治話的說是藍營支使！我ㄑㄋㄇㄉ勒！

看到暴利老英ㄉ發言，簡直令人髮指，根本看不到道歉誠意，更看不到他為黨內的發言負責與認錯。

屏東災民辱罵縣長 被議員砸破頭

屏東縣長曹啟鴻廿五日中午到爆發高燒疫情的萬丹鄉灣內村勘查，卻遭施姓鄉民罵五字經嗆聲，縣議員盧同協氣不過，拿起石頭砸傷施某頭部及手腳，經送醫縫了十二針。盧同協事後承認自己情緒失控，但縣長做得要死了，不該罵三字經，會為自己行為負責。
民進黨文宣部主任鄭文燦指出，盧同協是因為體恤曹啟鴻救災辛苦，卻還要面對災民的無端抹黑，一時衝動才會拿石塊砸人；但他也指出，無論如何動手打人確有不妥，民進黨中央願意對傷者表示歉意。
昨天曹啟鴻到灣內村勘災，協調解決漂流木問題。當曹啟鴻走到井仔頭大廟前，現場有三、四十名村民抱怨：「你說十億元已進災民口袋，為什麼我們沒拿到？」
此時，六十五歲施姓鄉民大聲嗆說：「縣長，災民的痛苦你知道嗎？」，還插了一句「幹ＸＸＸＸ」髒話，並說「你來做啥小！」。聽到有人對縣長罵髒話，縣議員盧同協馬上拿起鐵椅要砸施某，但被旁人拉住。
氣呼呼的盧同協等縣長離去，從地上撿起石頭就朝施姓鄉民頭部砸過去，擊中施某右後耳，雙方並扭打成一團，頭部流血的施某經送寶建醫院救治，右耳後有四公分長傷口，縫了十二針。
施某在醫院已向警方備案，他說「五字經」是他的口頭禪，才多講幾句話，就被民代毆打，這是什麼世界，太可怕了。

觀出戰時刻
最危險的地方亦是最安全的地方；最危險的時候也是最安全的時候，當火上燒時，衝進救人者方為英雄，若一群人在火場中不努力而相互推擠爭先恐後，到最後恐是全部葬身火場中，是故團結為上，水能滅火；水亦能覆人，於戰亂危險時駕馭軍隊而能突圍者為英雄，然敵我五五分之時，古之宋襄公愚至鼓而攻之，然初兵遇而始先攻者將遇兵鋒滅之狀，猶如鳥遇強風不躲而衝乃粉身碎骨，是故接戰時應先觀戰觀陣為先，待敵稍弱而驕而燥時，如風落地而起焚風之狀，其狀仍燥而未能取先，唯待風弱而順之，視敵為疲而厭時，既為出戰之時。
水將覆人時，唯不可待水如風，水性急而風急緩皆有，水急之因起於礙物撞水，若石愈硬則水愈形堅固強勢，是故澎湃水如志之意，然急之水可撞石穿石，君位之險似渡水之若水急撞石，保君位之方在於以急水撞堅石，取急水攻堅石後，方有無水或緩水之流經處，使水與石相攻之，吾輩自可安渡緩水處而後安矣!今見民意若水；逆臣謀位甚急若水急之流攻石焉，是故伏犧取諸相以做易，使水石相攻，俟水無聚而石不堅之時自可安渡水哉!

論攻心為上之要領
凡古今中外之兵家與戰略家皆云攻心為上，然未言如何攻心為上，以方法論觀之，方法論中的途徑有下列各者：行為主義途徑、制度主義研究途徑及其他許多途徑，然而要點在於各認識論中的本體論，也就是結構與能動性問題，攻心者乃為以心理面向視敵人或客體，一個鬥爭中的論述與研究中的論述之邏輯其實一樣!敵人與客體的心理現象是基於方法論的個體主義而論述與研析，為求控制與掌控某一個敵人，通常有六個樣態：個人對個人、個體對個體、團體對團體、團體對個體、團體對個人等六種樣態，但不論哪一種樣態都與結構和能動性的本體論有關，也就是說敵對雙方中之一方會試圖成為另一方之結構而控制其敵方之能動性，所謂控制對方的能動性即指控制對方之心理與行為之動態，將己方成為對方的結構，結構有三種在制度、社會與歷史，因此邏輯上為了要控制對方的心理及行為就必須要走向依靠制度的結構、社會的結構、歷史的結構以及我敵雙方所處的事件結構中的邏輯。
制度的結構對敵方的控制乃在於透過法律與制度的制約與牽制，使其面臨事件結構中的多方壓力及法制的壓力，於國際層次既是透過國際法及條約法；於國家層次就是透過國內的法律予以制裁或制約其內心的動機與想法；社會結構既透過多個團體與個體組合成的整體力量對其及其內心動機與想法產生制約與施予壓力；歷史的結構乃依據傳統與史實使其知所謂之正統與所從出之處，使其內心的動機與想法失去事實上的證據而使其面臨其命題遭受證偽之意，也就是任何人的命題皆須經由歷史事實之檢證後方為真，制度與社會以及歷史三個結構可以共用亦可分而攻之。以史實而論，國民黨與共產黨乃爭正統之位!既為歷史結構之爭!三個結構可自成階層與面向，認識論上則以結構主義為之!本體論則是制度與歷史及社會。人的能動性於歷史及制度與社會結構中，比較而言，以社會結構對人的能動性最大；歷史結構次之；制度對人的效用最小!是故攻心為上須先用社會結構而後採歷史結構，最後才用到制度結構!

高屏溪沿岸村莊滅村研究的一個假說
我們將嘉義以南淹水與發生土石流的地區歸納後劃成一線，以嘉義市為起點向南劃一線直穿過高雄縣旗山而後到達高屏溪口，這條線以東的地區全部淹水或發生土石流，高屏溪上游及其中游之所以發生土石流與其上游的山脈土石鬆軟有關，而其上游的土石鬆軟乃起因於九二一地震後所造成的地殼變形及鬆軟，而超抽地下水及跨區引水只是加重嚴重程度的一大變數!災區集中在高屏溪流域，在此次水災中，高屏溪流域的上游有走山與崩山及堰塞湖，上游有土石流而滅村且下游淹水，整條溪流之所以氾濫絕對與上游的整治及堵塞有關，土石流成因中有一部份乃起因於地層鬆軟，而地層鬆軟與地震及地殼變形有關!地殼變形與地下水位變化之關係十分密切。台灣南部地區由於雨水集中，乾濕季分明，另外人為大量抽取地下水，因此地下水位變化快速，十分適宜觀察地殼變形與地下水位變化之關係。屏東地區的地層下陷監測便是一例。屏東地區地勢特殊，東側是中央山脈南段，西側是西部褶皺逆衝帶的南延部分，以形貌而言，一個半開放的谷地。屏東谷地三面環山一面靠海，正好提供了觀察的良好條件。
此次水災從一九九六年至今的DInSAR測量結果顯示，屏東沿海地區的地層下陷速率很快，最大的下陷率通常發生在林邊溪口一帶。然而這個地區的地層下陷並非等速的，不同的季節有不同的下陷速率。根據初步統計：在乾季，也就是每年十一月到隔年的四月，地層下陷速率較快；相反地，在雨季，也是每五月到十月，地層下陷速率較慢，甚至不動。目前觀察到下陷速率最快的是一九九六年，光是上半年，林邊溪口一帶地表就下陷了至少五公分。本項工作之方法為應用衛星雷達差分干涉法，測量不同季節之地表變形速率，再將之與井測之地下水位變化資料相比較，觀察其相關性；另外配合相關之數值模擬工作，使研究更趨完備。屏東谷地的地表變形並不是單一原因所造成的。根據目前的調查研究顯示，造成谷地變形，特別是谷地的南端出口快速地層下陷的原因主要有兩個：一個是由於人為的地下水抽取，另一個則是大地構造的因素。人為的地下水抽取主要影響範圍在沿海地區，這種影響雖然快速，但是影響範圍不大（無論是深度或廣度）。至於大地構造的因素的影響則是全面性的，不但面積廣大而且難以靠人力來防治。當人們的期望卯上了大自然的趨勢，如何面對自然而爭取到適合生存的空間，一直是人類自古以來的奮鬥目標。車籠埔斷層這樣的大規模逆衝運動發生之後，它的變形與上盤地區比起來仍然十分有限，而且變形影響範圍很難達到20公里以外的地區，因此造成車籠埔斷層到高屏溪上游山脈的嚴重變形與走山及土石鬆軟和地形變形的嚴重情況!

救災作戰學第三講 / 救災行政之建立
救災工作所應特別注意的，乃是「人」的問題，根本亦就是每個人的「心」的問題。這也就是說，我們最重要的，是要能掌握官兵心理的常態和變態，就其需求和願望，使之適度知足；就其痛苦和煩惱，使之逐漸消除。所以今後大家應該從人心人性的基礎上坦誠的來建立一個合理進步的領導方法，無論大小事故，政戰幹部皆須隨時注意，隨處發現，尤其對保防有關的隱微機密事故為然；不過不可以察察為明，近於苛煩，反致執小遺大，引起誤會。
在救災上須與制度及組織相互配合，凡一切救災的活動，時間、空間的條件，以及人與人，人與事，人與物，其性質、心理、意識、形態，尤其是群眾的意志與精神的洞察、判別、決斷、處理都是救災體系與救災官員的能力與責任，現代救災對於國防的安全，國家民族的存亡，都佔了很重要的地位，過去災害層層上報體系須修改為直接上報至行政院且同時副本給予相關之部會，總統只須督察屬下是否應盡責任!
以行政學而言，間接的行政體制於戰時及災難來臨時最無彈性且最缺乏應變，災難是每分每秒都需以救人與救財產為主，全球各國的救災體系有：中央政府的委員制、行政三級制、地方政府的委員制、中央直管制、中央與地方協力制，一個國家的救災體系與其國家的政府體制都是一樣，我國因憲法而形成中央與地方分權的體系，然而我國可走向中央政府的委員制、行政三級制、地方政府的委員制、中央直管制、中央與地方協力制，其結果竟是目前為中央與地方協力制及行政三級制的困境!
救災作戰學第二講 / 救災人員的紀律與分工
古人認為「戰者戰計，爭者爭謀，舍計謀而鬥力，則斯下矣。」又認為「以力勝者愚，以謀勝者智，以血勝者下，以略勝者上。」所以災難救災以計劃為最重要，但計劃與實行間的步調，往往不容易齊一協調，有時計劃自計劃，而實行自實行，馴至計劃脫離了實行，實行違反了計劃。這道理自然是計劃缺乏可行性與應變性，而行動方面亦往往無視於計劃之貫徹，其結果則只有「打糊塗仗」的一途了。揭喧子說「行計務實施，立謀慮中變」，又說「兵必活而後動，計必活而後行」。由此可以了解計劃必富有「彈性」和「應變性」，然後乃能從預為「利害、險易、突變」的想定中，把握災難與救災循環無端的機勢，則其所為計劃，縱遇任何突變和逆轉情況，亦必能實行了。政治作戰的範疇，亦可包括經濟戰與社會戰。因此，今日吾人進行與災難的作戰，尤其是救災時，對於經濟與社會戰特別重要，方能達成我們政治作戰的目的。
現代救災對於國防的安全，國家民族的存亡，都佔了很重要的地位，負了很重大的責任！如果照我們救災與國防的需要來說，至少要有三百大隊或一千五百中隊的救災人員才能立國，然而我們現在的救災人員，還只有幾十個中隊，因此，我們在今後十年之內，必須積極擴充，以期達到我們最低限度的理想。
凡是我們救災人員，都要依照救災的紀律和組織系統，層層負責，層層服從，決不可以地域學校期別之不同而自立門戶，敗壞救災的紀律，我們以後要重建救災系統，首先就要建立救災的精神，而要建立救災的精神，就必須從樹立救災的紀律作起！無論機關、部隊、學校、廠場、幹部人員，人人都要養成嚴守紀律的習慣，只知有紀律，不知有個人！必須救災人員能養成這種精神，然後我們國家民族的前途才有保障。這一點，希望我們各學校施教的時候，特別要注重！科學精神，在於「精益求精，實事求是，繼續不斷，貫澈始終」，我們幾千年來，一向以「日新月異」，「自強不息」二語教人，在過去非科學時代尚須如此，現在我們處了這個科學昌明的時代，服務於科學程度最高的救災部隊，當然更應該唯精唯實，努力自強！
我們今後要建立現代強盛的救災系統與救災人員，就必須革除過去不合科學，不合現代的一切缺點，格外注重科學的精神，和科學的方法，養成科學的習慣和科學的能力，來發展救災系統與救災人員的業務，如此，纔能事半功倍，而不致徒勞無功。一架救災飛機裏面，機械、飛行、聯繫、通訊各種負責人員，都要明白規定他們的責任。大家剛上飛機，飛行人員應作何事，聯繫人員應作何事，機械、通訊各負責人員應作何事，必須妥當分配；飛機起飛之後，彼此又應該作些什麼事情，那一物件應由何人負責，那一動作應由何人擔任，務必有詳細的規定；下機以後，離場以前，這個時候，又是各人都有各人的工作，飛機上面每一件事都要有人負責，無論大小零件都要有人察看，有人安置，有人整理，等到一切作完之後，再由分隊長或中隊長按照規定手續，檢查一遍，看各人的工作，是否真正已經完成，各人的責任是否真正已經盡到！一定要樣樣都合乎要求，毫無欠缺，纔許他們解散。我們現在要建設救災系統與救災人員，首先要從培養幹部作起，而要造成優良的幹部，不能專靠人家來教導我們，一定要我們自己設法來訓練我們自己。最緊要的一點，就是要使一般幹部每天都有每天的任務，更要監督他們每天都能盡到每天的責任，各人雖有各人專管的業務，但同時一定要按照科學的精神，分工合作，纔能發揮最大的效能，因之我們對於部下的工作，分配是否適當，規定是否周到，直接的關係我們紀律能否整飭，間接的關係我們救災系統與救災人員能否建立，這個責任何等重大！
救災作戰學第一講 / 救災就是政戰與作戰
所謂救災既是政戰與作戰，是故救災是戰略與戰術以及政戰與作戰之綜合體。
戰略者，係術策（藝術）之一體系，而超乎科學以上者。此所謂術策（藝術）之一體系，係用於實際生活中之知識，係隨事件之不斷的變化而發展之指導精神。易言之，即在最困難狀況壓迫下的行動之術是也。戰爭科學，就是戰爭中「何事」「何人」「何時」「何地」「如何」「為何」所當求得的答案，亦即成員、編裝、武器、糧秣、戰區、以及陣中勤務學、工程學、和戰術學等的高度之組織、訓練、與運用；而戰爭藝術所表現的則為慧眼、膽力、決心與士氣、鬥志、精神、以及戰略學、大戰術學、統御學，高度的磨練、指揮、判斷與運行。在反攻作戰指導要領中所指示的反攻作戰的戰術要旨，就是絕對攻勢，爭取外線，集中兵力形成局部優勢，與對災難之側背迂迴攻擊的四種戰法。簡單之，亦就是運動戰的總稱，更是以寡擊眾的基本條件。此外又要運用情報戰、心理戰、群眾戰、組織戰——並盡其一切可能，以形成我們的戰爭面；因為只有我們能切實建立並掌握住戰爭面，始能應用任一原則，而不會為災所乘，反之，就隨時都有步步荊棘、處處陷阱之虞！
政治作戰的理論，特別是要研究救災進程中有關政治作戰的實際工作；大家除開以「政治作戰的要旨」所示方向方法，切實講求研究以外，今天我還要為大家提出一個有關政治作戰的實質問題，來一同檢討策勵。首先所要具備的一層認識，是政治作戰的內容和目的究竟是什麼？
大家都知道，除開使用人力決勝之外，更須要使用其他多種不同的手段來決勝的，這些「多種不同的手段」，乃是包括了謀略戰、思想戰、組織戰、群眾戰、心理戰、情報戰六大項目在內的。（不過就政治作戰實際所呈的現象來說，思想戰是必須經由心理戰才能體現的；謀略戰是必須根據情報戰才能產生的；組織戰則是要以群眾戰來作基礎的。所以思想戰是體，心理戰是用；謀略戰是目的，情報戰是手段；群眾戰亦就是鞏固其組織戰的核心，而遂行其思想戰、謀略戰的基本工具。故在戰地要建立「戰爭面」，必須以群眾戰作基礎，而在平時所謂「冷戰」，亦要透過群眾戰來發展，以達成其任務的。再明白一些說，思想戰、謀略戰、組織戰，是屬於「戰略性的」戰爭指導這一層次的；而心理戰、情報戰、群眾戰，乃是屬於「戰術性的」戰爭遂行的這一層次的。）因為政治作戰是含有非武力的示威，準武力的暴動，或半武力特種作戰的性質。從軍事戰先期作戰，到戰爭善後，無往而不有賴於政治戰的運用和支持；諸如敵前敵後的政治戰——心理戰、游擊戰、破壞戰；以及災區的政務等作戰；和救難隊自身的工作等，雖然項目和工作重點各有不同，但其本質之為略術戰合一。只是有時是劍，有時是盾，有時是劍盾互用而巳。所以救災作戰，不僅需要高度的專門智慧才能，而且更是總體戰爭中需要最精微、最高尚的藝術；他不僅是救災勝敗得失的主要關鍵，也是大家生死存亡的主要機軸的所在。我們的政戰工作所應特別注意的，乃是「人」的問題，根本亦就是每個人的「心」的問題。這也就是說，我們最重要的，是要能掌握官兵心理的常態和變態，就其需求和願望，使之適度知足；就其痛苦和煩惱，使之逐漸消除。所以今後大家應該從人心人性的基礎上坦誠的來建立一個合理進步的領導方法，無論大小事故，政戰幹部皆須隨時注意，隨處發現，尤其對保防有關的隱微機密事故為然；不過不可以察察為明，近於苛煩，反致執小遺大，引起誤會。人非聖賢，有誰能沒有缺點的呢？所以勉人則當以聖賢相勉，而責人則不當以聖賢相責。中庸有「寬裕溫柔、足以有容也……文理密察（註：理為條理，密為詳細，察為明辨），足以有別也」兩句話——這就是說，今日政戰幹部在部隊中最重要的態度，乃為「寬裕溫柔」；而「文理密察」，則為政戰幹部最重要的工作精神。
凡一切救災的活動，時間、空間的條件，以及人與人，人與事，人與物，其性質、心理、意識、形態，尤其是群眾的意志與精神的洞察、判別、決斷、處理，皆能恰到好處，這都是救災的政戰藝術。所以克勞塞維茨說：「戰爭是一種特別藝術，與其他藝術不同，其他藝術是人類的意志精神作用於無生力之死物（即如琴棋書畫建築雕塑等是），而戰爭藝術則是使意志精神作用於有生力之活物（即人對人，人對事，人對物，人對時，人對地，以及作戰進退勝負等等），並產生一種活反應，故最需要高尚之心力，及優越之勇敢與才能」。

to my brothers and sisters by blood of Taiwan
We,People who live in Taiwan,face the terrible flood disaster in August 8 2009,Victims who buried in mudflows in southern Taiwan,brothers and sisters by blood of Taiwan had fallen in the sad emotions,however i hope that we have to consoldiate together,althought government lost and fail to save us in the flood disatser,they do it so slow so that people who live in Taiwan angry for President Ma,however there were a lot of people call for eating cause they were hungry for eating,we had the land and we had our life,we have to be strong more and more to create our home and our country.
we face a lot of accident,but we can raise our life up to re-live as 921 earthquake,passing all difficulty thought is nature personility of our people who live in Taiwan,we never be down under the fail,someone still live so that we can help to victims who live in these area of flood disaster,if you look at those pictures that victims got the pain or broken house down to the river,i knew someone cry and be shock of it,we had a dream to live well,do not be afraid about it,just trust ourselves,i believe that we can be strong than we did yesterday!
our sad yesterday will get out of time,we still had our love within you and I,by our lord and God,we had our brief about it,tell yourself that you can raise up to good status,we never forget these events in the sourthern of Taiwan,we still continue to care about all victims and save them for these day,we send more goods and materials to these victims ,create a web to send more and more informations for victims,vivtims still be shock and cry,we all,each one have to care about these victims,victims all are our brothers and sisters by blood!
We still have a dream about our wonderful future,we have to stand tomorrow,no body can fight others,no body can strike us,we all were a family,others died,althought we were very sad and cry,the God put us to the proof so that we have to pass it thought,trust me!we have to be hands by hands,no proof can fight and strike us no more,because we love each other,we love Taiwan,we love all victims! i promise by God!Amen!

We all fall in a sad emotions,parts of a area in Tainan,Pingtung were broken,they were lack of house to living and sleep well about 7000 persons,about 500 persons were buried in the mudflows and landslides

bad status of Taiwan under storm and typhoon
mudflows and landslides bury some people in Taiwan,especially in Tainan,Pingtung,Kaoshuing.there were almost near 12 people dead and 600 people be buries,the typhoon pass Taiwan thought,almost thousands of houses be broken,almost hundreds of people were miss,in the period of the three days,all rainny in southern of Taiwan and muddy,parts of people were lack of house to live and sleep,we demand that your aids for us,foods and house and money for dotnation for us,please call
